That was my understanding as well but was curious if USMMA, USNA and NROTC all use the Navy's BUMED for the waiver review? If they did one would think that BUMED would apply the same criteria to one waiver (or denial) as they would to the other requests. It makes sense that the Air Force's v. Army v. Navy would have different criteria when reviewing a specific request.
