Need Some Clarifications.

I'm new to the forms and this is my first post so bear with me.

Junior year of HS I applied for the preliminary application to USNA. Sadly I received an email stating that I did not qualify as a candidate. Toward July 2019 I received an email from a USNA counselor requesting to meet. I was confused because I did not qualify as a candidate through the preliminary application. I never met with the counselor since I would be out of the country at a leadership conference.

Fast forward to senior year I had a College Fair at my HS. A USNA counselor was to be present. A friend of mine pushed me to speak to the counselor, to which I told him there's no point in speaking to them since I didn't make it past the preliminary application. I went ahead and spoke to the counselor and explained my situation regarding my application. The counselor took my information down, and in 3 days I received a candidate number.

Most that apply for the USNA start their process over the summer. I received my candidate number and application info in late October. I went to my medical appointments in December.

I was considered DQ by DoDMerb. Current Medical Status is "Under Waiver Review". When I was DQ I asked my counselor whats the next process in my application. If I am considered a competitive candidate the waiver process would start automatically.

I've seen the thread about the Class of 2024 Appointments. I currently live in NY and saw that there are already 4 applicants who have appointments from NY.
3 of them have congressional nominations.
I suppose this means they are only 2 slots left from NY.

To sum up:
I am wondering what exactly is next in my application process regarding the waiver. I'm I also right about only 2 spots being left?

Don't read too much into how many people from your state are already on the board. Appointments are fluid and while there are guidelines, it never works out like congressional representation would lead you to believe. To further illustrate this, I've seen 5 students from the same high school receive appointments in the same year to USAFA.

The best thing you can do at this stage is ensure you respond to any request for additional information coming from DODMERB or USNA.
 
No way to know how many slots each MOC has for this year. Also there are senatorial nominations available I assume.

It sounds like USNA has requested a waiver.
 
To simplify your situation:
  1. Medical - there is nothing you can do other than respond promptly to any information that might be requested. The situation will resolve itself one way or the other. You just have to wait.
  2. There is no limit to the number of candidates that can be appointed from one state or one district. As long as you have a nomination of any kind, it doesn't matter - you can be appointed regardless of what happens to other candidates.
Ignore the minutiae regarding vacancies, charging of appointments, etc; You have no way of knowing the appointment categories and nomination sources of other candidates and, even if you did, it would not change your situation.

Also, I think you are looking at NY as if it has one MOC with 5 slots/year . Each Representative has their own 5 slots, but over 4 years, so on average 1 per year. So for NY you could see at least 27... plus the candidates that get in via other noms.
 
Don't play the numbers game. There is never really any set number of appointments per state, as stated above. I know it's hard not to think and stress over where your application is, but trying to do all the math will only make it worse - after all, no one really knows. If you have a nomination and a completed application - you are strong in the running.
