That is most likely because the Naval Academy converts the ACT Scores into SAT equivalents.

Indeed, USNA converts the ACT into SAT scores and super scores from the 2 tests. So let's say you take both tests and do better in ACT math than SAT math, they'll use the converted ACT math score.

I have an LoA, however I do want to point out that my academics are the strongest aspect of my applicatio, and I'm entirely sure you could get an LoA and/or Appointment without scores like these.
