Netfocus Problem logging in

Have not been able to get into Netfocus for a couple weeks now. Been trying from the house as well as the office using both Chrome and Internet Explorer. Has anyone logged in there recently. I'm trying to access - https://www.netfocus.netc.navy.mil/nrotc/candidate_app/status_scholarship.aspx and/or https://www.netfocus.netc.navy.mil/nrotc/ . keep getting the same error ->
This site can’t be reached
www.netfocus.netc.navy.mil took too long to respond.
from Chrome Version 58.0.3029.96 (64-bit) and

This page can’t be displayed

• Make sure the web address https://www.netfocus.netc.navy.mil is correct.
• Look for the page with your search engine.

from IE ver 11.

try dropping the "www". After getting the "your connection is not private" warning about the security certificate, I was able to proceed to: https://netfocus.netc.navy.mil/gateway/DODWarning.aspx

I think the site is going to be down for several days.
