New memo on Cadet Pay for summer training

CFT?

I am not up on enough acronyms to determine if CFT was paid for or not.

I spent the past wk visiting my older son at USNA. He will do one of his training blocks at CFT at West Point. Along with the USNA mids there will be AROTC students attending. I personally spent over $300.00 on the list of supplies that my son needed to bring that are not issued by USNA. Now this may be different if/when my second son does this as he will be coming from AROTC and maybe he will already have the supplies. But to not get paid and then to shell out hundred of dollars would be a bummer.

Since your son is Navy the whole pay situation may be different for him since it comes out of a different budget. Army Cadet Command has made these pay revisions for AROTC cadets, he may want to check with the USNA to see how pay will be handled.

USNA son is getting paid a monthly stipend. Less than the cost of the CFT however, so I kicked in the rest. Some things he just doesnt have and are not provided at USNA (at least thus far) (ie land navigation tools, a ruck, prescription protective eye wear that meets army standards). Its an annoyance that i have to kick in the rest but at least he is getting a monthly pay check from the navy...

My point in this post is: Are ROTC cadets getting a stipend to cover their expenses? I know that it was said that there were no expenses for CULP but what about Airborne, CFT etc. If they were at least getting paid to go that would cover some of the expenses.

Again, I am a newbie so may be speaking out of turn.

Army ROTC only receive their stipend during the school year, they are not paid over summer. If a cadet goes to training such as Airborne, Air Assault, et. they are paid for travel and given a small amount to cover food during travel, they are not paid while at training.

If they are required to have things that can't be supplied by the battalion then they have to purchase them on their own dime.

It looks like the cadets will still be paid for LDAC which is good because most cadets have to do some shopping for things they need, which they pay for.

My son had to purchase a few things for CTLT this summer but will not be paid during CTLT and will not be reimbursed for the items purchased.

+1 to JCleppe, with the addition that Army MSIII cadets do receive their stipend throughout the summer.

When did they start that, my older son that commissioned in 2012 did not receive the stipend over the entire summer, he did receive payment for LDAC but not for CTLT.

JCleppe, your son will be paid during CTLT. Same rate as during LDAC.

The memo mentions that

Not sure when it started, Jcleppe, but here's the reg:

Cdt CMD Cir 145-5 10(d). "The majority of MSIII Cadets arriving at WF should be in a current pay status for subsistence. MSIIIs are paid continuously from the start of MSIII year/contract date for 20 months, less the training days for WF/CTLT."

Ok, that makes sense, I thought you were saying that the cadets received the stipend the entire summer. My older son did receive the stipend for the time he was not at LDAC or CTLT, just not the entire summer. I wonder though, what does "The majority of MSIII cadets" mean?

Bull, pay for CTLT will be a nice surprise.

Hopefully everything got worked out for everyone. If not, send me a PM and I can try and point you in the right direction. I'm OCONUS, so be patient with response times.

DS currently at Ft. Knox in-processing for CULP. 6 hour wait to get CAC. My advice to those of you doing CULP this year is to try to get your CAC before you leave for Ft. Knox if at all possible. If you have questions on CULP let me know and I will get them to DS and hopefully he can get them answered for you before he leaves.

That sounds about right, I think my son took close to that when he got his. He got his CAC at Ft. Lewis prior to leaving for CULP. Between check in line, the line to sign in, the line to see "Someone", and the line to get the photo and then the wait to process the card....it was worse then the DMV.

Sheriff3,

You posted a few weeks ago that your son had received his CAC card, did they issue a new one at Ft. Knox for some reason or did he just observe the long wait time.

Be lucky he's there now and not in a week or so. That same SRP building where CULP is doing there pre-deployment processing is the same place that LDAC and LTC cadets will be using shortly, as well as all Ft Knox soldiers that are PCS'ing, ETS'ing, etc. It's going to be slammed this summer. I think they said about 11,000 cadets will pass through Ft Knox this summer (theres slightly over 1800 for CULP alone).

Last year I got my stipend up until I got paid for LDAC then I got it again after LDAC was over...

I know that for our DS in AFROTC when he was the equivalent he received his stipend from Sept 10(300 year) until he commissioned May 12. Like OC when he was on TDY he did not got his stipend, it was replaced with per diem.

The only reason I recall this is because TDY pay is taxable and stipend is not.

Not to go off topic, but I am not shocked by this because all of the DoD is trying to pinch every penny they can and ROTC pay is one way. AFROTC requires the equivalent to LDAC. The way AFROTC saved money was they reduced the amount of days to 23 from 28. IOWS the cadets don't get paid like they did in years past since it is not at least 4 weeks. Sending 2000 cadets, might be a drop in the budget bucket, but that 1.5 million could be placed back into the AFROTC budget for other uses.

New here, reading around. Soon-to-be end of camp commissionee @ LDAC.

Got injured right at the end of spring semester 2013, and thus missed LDAC -- still went to CULP in Thailand though. Was the most incredible thing I think I've done, and gave me memories to last a lifetime. Being in between MSIII and MSIV years meant I still received MSIII stipend aside from my CULP trip, so money wasn't really an issue. Honestly, most CULP missions are more vacation than training, although the interaction with natives and the personal development you undergo is invaluable.

In Thailand we stayed in housing with A/C, wifi, a dirt track for conducting morning PT, and were fed three good meals per day. Plus, there was a 7-11 in town and the Thai officers brought us there some nights to purchase snacks.

On weekends, we stayed in 4 and 5 star hotels. When we arrived home, we applied for and received a $300 language credit bonus as well as the actual "salary" we received. It actually felt like robbery, 'earning' around $1,000 for such an awesome experience. I'm still Facebook friends with some of the locals and captains from Thailand, and I'll never, ever forget it.

Anyone backing out of CULP or not applying for CULP because they won't be paid is making a mistake in my opinion, even if you didn't get OML points as well! My last 3 days in Thailand were spent in Bangkok, shopping at luxurious malls, eating $50+ meals outside on the roofs of skyscrapers in incredible weather. If the Army has to make budget cuts here, much better to be something like this rather than your future Active Duty slot.

Sec Army is the final authority

All,

The final decision has not been made concerning ROTC Cadets receiving pay for culture training. The Secretary of the Army is the final decision and as of today the request hasn't reached his desk. Army ROTC has paid Cadets for several years but it was a new interpretation of the regulation that has put the pay on hold. All stakeholders want the Cadets to be paid so don't give up hope but it isn't 100% assured.

My DD is a 4year AFROTC scholarship recipient and is currently at field training. The contract she signed stated she would be paid for field training. So does this mean that they do not have to keep their end of the bargain? If so I don't understand how they can just decide to change their end of the deal.
