I received my 3Q letter and it has informed me that USMA has gotten rid of rolling admissions? Does anyone with the 3Q letter have some information about that?

The letter said:

West Point has eliminated rolling admissions for this cycle. As such, all qualified applicants with a nomination are placed on a National Waiting List until appointments are made. Most appointments will be tendered between 26 February and 1 May 2018.

A large number of appointments will be offered in mid-January. After that, smaller groups of appointments will be offered each week as the class starts to come together. Some appointments are held back to see if some targeted candidates can achieve 3Q. Once they achieve 3Q they receive an offer and other candidates are officially eliminated if there is no chance of an appointment.

The information regarding no rolling admission and tendering appointments between 26 FEB and 1 MAY matches what we were told during a candidate visit a few months ago.

How does candidate know if they're achieved 3Q. Admission will notify candidate via on the portal/email/snail mail?

This has been the standard for a few years now. You see a very few offers so far and the first group will be in Mid-January.

The letter you received is a good thing. Your are fully qualified and will compete on the slates you have a nomination for. Since the application period is open for a few more week, expect to wait till February/March time frame.

Not everyone gets notified that they are 3Q by admissions. Some RCs send the letters and other do not.

WP started saying they eliminated 'rolling admissions' a few years ago, but from a practical standpoint, nothing has really changed. There are still deadlines for NOM's and you have to be 3Q with a NOM to be in the running for an appointment. Some start receiving appointments around now while the majority are spread out into March/April of next year.

The process has changed since my first cadet's rolling admission cycle to my second cadet four years later. The most recent iteration is not "rolling" The kids admitted in the Fall and Jan. are usually highly desired recruited athletes or are deemed to be an academic superstar or are 3Q with a principal nomination. The first major wave of admissions in late Jan./early Feb. usually includes the "winner" of a slate of congressional nominees and other recruited athletes. After all winners of congressional districts have been selected, the remainder of a congressional slate goes onto the NWL and approximately 150 are admitted off the list in a later wave of admissions (typically in March).

For me I received it through my portal, but I think it really depends on the RC
