As subject, should the college re-applicant seek nomination from the home state or the state of college? Can ROTC detachment CO nominate as well (like the JROTC)?
 
Seek the nomination from your home district. Also if you do ROTC, then you can request for that nomination from your PMS.
 
Your nomination source (congressionally) will be tied to the address you list on your application with the academy. You have some options and should weigh the pros and cons as to which address you use. For example, how far away is your home state from your college? Would getting back there for an interview or event be hard if it's held in person? Are you able to receive mail at your college address and would you prefer communication mailed come straight to you or be filtered through whoever checks the mail at the home address? Does either address have a military base in or near them or is one of them near the service academy you're interested in? If one does that nomination source could have more applicants and be more competitive. Some nomination staff will tell you how many slates they have to fill that year and also which academy they typically have more applicants to. It won't be guaranteed since each year is different, but if by chance one of the two offices has 2 slates they can submit that year or typically is less competitive for that academy you might want to apply via them since your odds would be greater.

ROTC is a separate nominating source from Members of Congress. You're early enough in the process you should pursue both avenues to increase your chances.
