When starting my application for a nomination from one of my senators it asked me,
"Have you requested that a pre-candidate file be initiated for you at your preferred academy?"
What does this mean?
 
It means "have you started the application process" for the academy of your choice. You do that online by, for example, applying for SS/SLE/AIM. If you miss that application deadline you can still start the application once the academy opens up the normal application sometime later in the spring or early summer.

Normally nomination applications don't have to be requested before summer. In our state, the deadline for nomination applications is Sept or Oct. So you can start your application before applying for a nomination.

I would wait to send your MOC packet until your USMA portal is fully open and you're able to write your application essays. That way you'll perhaps be able to use the USMA essays in part/whole for the MOC nomination essays. Goodluck and get those turned in well before the deadline!
