Lets say only two kids in the entire congressional district applied for a nomination. Does this mean they both get automatically appointed? given they are triple qualified.
No it doesn't. Getting a NOM doesn't guarantee you will be 3Q. Having a NOM AND being 3Q puts you in the running for an appointment. The SA ranks all of these to give appointments to those with the highest score.
