I heard once from an Officer that applicants that get a USNA Congressional nomination but do not get into a service academy are sometimes given NROTC scholarships if they qualify. I could not find anything on this online, but I am certain I heard him correctly. Is this true?
 
I haven’t heard of this being a thing. The NROTC scholarship is granted to those who have applied for the scholarship. NROTC and USNA do share information about a candidate and the process is linked in some ways but they are still different applications. When an applicant is rejected from USNA they may still receive an appointment to the prep school or may be offered a foundation scholarship. I think the officer you were speaking with was probably talking about the foundation scholarship, which is given to some candidates who then attend a USNA affiliated prep school and can compete for an appointment for the next incoming class.
 
My DS's BGO said he had never heard of NROTC ever doing this. Check with your BGO on this one.

This is not true for the Navy and USNA. While the Army does do this, it is not the case for the Navy.
