What is the appropriate way of sending a letter of transcript and letters of recommendation over email for academy nominations? I have been having them signed by the appropriate individuals and then scanned into PDF's. Is this ok or should I do it a different way?

How did you guys do it?

Any advice would be appreciated.
 
My Congressman/Senators had specific directions in the packet. Some had me mail the copies, one had me submit it via a portal, etc.
 
Each nominating source has different instructions. One required mailing for me. Another had a staff collect them by email for one MOC.
