From the USAFA Instructions to Candidates "Nominations do not carry over to the next year. If you are not appointed and want to apply for the following year’s class you will have to initiate nomination and admissions processes again."
I can only speak for NAPS (USNA's prep school). NAPSters are required to apply for noms. However, if they don't receive one, they will be given a SecNav nom. So, yes, you must reapply but the pressure is off, so to speak. I assume it's similar at USAFA, but am not certain.
