I am currently a senior in high school. I was wondering, if I do not receive an appointment this cycle and apply again next year, would I apply for a nomination in the congressional district in which I attend a university? Thanks

No, you would still apply for a nomination from the place where you currently reside.
 
Nope! You apply from the district you were in, unless you transferred residency, which most likely won't be the case.
