A few questions:

Should I apply for a congressional nomination in my Junior or Senior Year?
Will applying for a nomination earlier rather than later better my chances?
Do all congressmen require an interview for a nomination?
 
You would apply for a nomination the same year you apply to a SA, so it would be leading up to/during your senior year. Check out your MOCs websites. They will have deadlines and what the package requirements outlined on the site. They might not have updated for next years cycle yet, but it would give you a good idea of what to expect.

As AROTC-dad pointed out reading the stickies at the top of the nomination thread a key. Also, read the entire USNA admissions website, they literally have a timeline mapped out on there. I would highly recommend you listen in on a USNA admissions virtual briefing also.
 
Finally (and most important for Nominations), check your MOC website (or contact them if they don't address this on their website). There are 535 MOC, and every MOC can run their nomination process the way they want.
