Sorry to para-drop into this thread (I am MA-08... or so I hope).
I was curious... how relevant is your c-district when applying? I understand that a congressman provides the least challenged nomination (concerning applicants per nomination)... but is there any other reason (ie. not more than 1 or 2 people may be appointed from the same district)?
You really should not worry about that. Just assume you're applying in a competitive district, and do your very best to increase your whole candidate score, before the primary slot is selected by admissions.
If you're in a competitive district, then yes it will be harder to get that primary slot, but then you move into the National Wait List where you are ranked by WCS, and districts no longer have any effect on your selection. Obviously from an admissions standpoint, it's best to be in an uncompetitive district. Fact is, you can't change what district you're in, unless the new state legislatures change the districts around this year.
