I was looking at the appointment thread for 2025 and the notifications started around now and ended right before Christmas. Then picked back up again mid-March. Is this typical? Is there a reason why no notifications were made January and February? Thanks.

Yes, it’s normal. USCGA does Early action and regular decision like normal colleges, so they notify candidates for early action up until late December and then there’s a pause for until the deadline of regular decision.
