NPP scholarship awarded

Good afternoon, wise people! My DD was notified in January that she is an alternate for the 4 year NROTC scholarship. Last week she was awarded NPP scholarship to her top choice university, and they gave her 2 weeks to accept the scholarship. The problem is she's still waiting to hear from USMMA (where she's a recruited athlete and coach says things look promising) and USNA (where she's a definite long shot for an appointment). Is it normal to have to make a decision on NPP so quickly? Would it be appropriate for her to ask for more time, or should she just accept it and then decline later if she receives an appointment to a SA? Right now, USMMA is her top choice because she wants to continue to play her sport and she loves the idea of sea year. We are very grateful for the NPP scholarship, love the university, and want to handle this situation responsibly. Thanks!
 
Before I get into more detail in terms of an answer, do you mind confirming who made the award announcement? Was it the PNS, or the university, or Naval Service Training Command?
 
If it is from the PNS then you should be good to go. There is a board in April that will give an administrative review of those packages but they are never rejected at the board.

I believe the 2 week notice is set by the university because they are the entity that funds the tuition in the first year. The unit CO can certainly be asked if there is any leeway. But not answering may result in them offering the NPP spot to someone else on their list.

So, this is a classic case of which bird is most desirable, the one she has in her hand or the one that is flying close by but hasn't quite landed yet.
