Don't look at the website going down as a predictor, especially this early in the game. The website goes down for many reasons, most commonly; maintenance, to add in new applicants or to update profiles. It really does take 2-3 weeks for the info to get down the line. Boards meet for at least 3 days, than they compile the results, and pass it down the line.
Remember that usually the 1st board is just really about setting the bar for this upcoming yr. There will be some that are handed out, but traditionally these are for the absolute stellar candidates that max in all of the sections on the WCS. Many will be reboarded. They also do this since they do not want to hand out all of the money right off the bat, think about it they don't want to have zero money left in the pot for the last board and have to say no to candidates that would have won the scholarship against the others given to the 1st board.
If predictors are right from LY, what you may find TY is they will be offering less private and more IS scholarships to spread the wealth.
