Would anyone be able to direct me to the people who present the NROTC solarship check award ceremony? Like

I think the NROTC Scholarship Advisor that "should have" worked with the student on their app is the best contact. Either that or the schools local Navy/Marine Recruiter.
 
I reached out to my DD's guidance counselor at school and I was pleasantly surprised to find out that they have already been in contact with someone from her unit! Her school is doing a senior awards night and if all goes well, there should be some presentation then.

I suggest reaching out your admin office at school. I know the counselors usually keep up with all students' college acceptances and decisions. This is such a huge deal that I can't imagine they wouldn't want to help facilitate this. Not only does it recognize the student, but it looks really good for the school too!

My DD's award night is the 2nd of June. I'm hoping that our school did that. She's up for other awards, but the AF ROTC presentation would be a nice end to the evening for her.
 
Our recruiter was out of the Houston area. We are over 4 hours away. The day after he graduated , our local Navy recruiter reached out and said they just received word that our son had received the Navy ROTC scholarship. We were bummed that he was not able to receive the “ large check “ at the school awards ceremony. We were able to go to the recruiters office and take pictures with the massive check. They even let him take it home. We chalked it up to another COVID disaster.

FYI, the university was there! DD was gobsmacked when they announced it (the students did not have a copy of the program so didn't know what any of the awards were) and she had the loudest applause of the night....Momma proud...
