NROTC College Programmer vs 3/2 year scholarship

I wasn't not directly accepted into Ohio State University main Columbus campus (where the NROTC unit is) however there is an option to do a year at one of their regional/satellite campuses and then transferring to the main campus for your Sophomore year.
My question is would I be able to get the 3 year NROTC even if my first year isn't at the ROTC campus? This link shows the College Programmer and the 3 Year scholarship as 2 different options and the requirements for the 3 year scholarship is that
 
College Program and the 3-year NROTC scholarship are separate things. You do not need to be affiliated with a program your freshman year in order to apply for the 3-year. A distinction from the 4-year process is that your application is routed through an NROTC program before it heads to Pensacola (vs local NRD).

During 2020 sideload boards, 31 non-affiliated students applied for the 3-year and 19 were selected.

Where did you get this information? I talked with an incoming student advisor (A LT at San Diego NROTC) and she said that you can only apply for the 2/3 year scholarship if you are apart of the program as you're competing against other College Programmers.

Perhaps the LT from the San Diego NROTC unit should read more of the source documents that serve as the foundation of the program.

I am also a former PNS and routinely submitted 2- and 3-year applications from non-affiliated students.
