NROTC How to DOR

I've got a couple of issues here that I was hoping you'd be able to help me with. I can't go to my advisor about it.

Basically, I want to DOR. I've finished my first year in college in NROTC, and I don't think this is right for me. I don't want to go to CORTRAMID (first year summer cruise - it starts in July), and I won't, but I need some advice.

1. I want to quit, obviously. But how do I do so? I don't live anywhere near my university (like other side of the country), and I feel sort of scummy for quitting via email. I guess I don't really have a choice about that, at this stage. My real question is - I know that September 1 is the deadline after which I will have to pay back the $, but as I will not be in this state until September 15~, what do I do? Can I quit remotely? Do I need to fill out forms in person? I'm very worried that I won't be able to quit in time and will be stuck with the tuition bill - I did my time this year, and I am moving forward without ROTC, but I can't afford the tuition (did not receive financial aid because of ROTC).

2. My university tells me that my bill has not yet been paid this term. Is NROTC obligated to pay if I quit, or should I wait until it goes through (that could be weeks, right up until the edge of CORTRAMID)? I don't want to put my unit in a tough position if I quit right before summer cruise.


Please let me know how I can move forward, if you have any advice. @NavyNOLA you may be the one who knows best!
 
JJ256: your NROTC unit will have people on staff all summer long. Your particular advisor may be TAD but there will be some staff there to speak with. I am sure the Admin is probably working on orders and travel for CORTRAMID so if you won't be going, I would think it make sense to let the unit know as soon as possible.

Regarding the university bill not being paid - something doesn't sound correct on that. I assume you are referencing the second semester of your Freshman year. That should have been paid long ago unless you failed to meet the requirements and are on probation or something.

Don't they have telephones where you live? Pick one up and call them. You should let them know prior to CORTRAMID. If you can't reach anyone by phone after a while, then an email may do, but who knows if they'l see it. I wouldn't worry about the dates you notify them from a tuition perspective. I'm confident if you don't show up for Naval Science classes then you will not be obligated to pay back tuition (but that's just my opinion).
 
I agree with USMC.

1. That bill should have been paid a long time ago. As a Mom of 3 kids that went to 3 different colleges (last graduated 2 weeks ago), all of their colleges refused to allow them to sign up for the next semester's class unless their current bill was paid. The bursars referred to is as their account being LOCKED. If it was not paid yet, and you are already back home, than you need to contact not only the DET, but the Bursar as in yesterday!

2. Didn't your unit do an exit at the end of the semester?
~ My DS (AFROTC) was forced to sit down at the end of every semester prior to finals with the COC to discuss his future with regards to ranking, grades, course curriculum, etc. Did they just assumed you were staying, or did you decide now you want out.

You are not the 1st nor will be the last that leaves after their freshmen year. They know how to handle it, especially since it appears you have no orders in hand yet. As Grunt mentioned the staff will be on skeleton, and dealing with staff PCSs, but somebody will be there during the duty day. I would suggest that you call and keep calling until you can speak to someone on the phone.
~ I would make sure that you keep a very good record regarding all of your contacts. IE. Use your cell phone and write down the time. Called 6/7/17 at 9:54. Talked to Sgt Jones. Transferred to Lt. Commander Smith, and was informed that Commander Davis would be out until 6/21, Called 6/21/17 at 12:22. Commander Smith stated he w9uld email the paperwork. Received the paperwork on 6/22/17. Emailed to CoC and HQ 6/23. Ask for HQ# and contact them a few weeks later...repeat the process, but now HQ to guarantee your status has been changed.

CYA is the rule I would use.
 
Agree you need to immediately call your detz if you are slated CORTRAMID and don't show they could add on UA. Need to let your chain of command know.
 
The issue is that my university uses third party invoicing for ROTC, meaning that the funds are not actually sent to the college until the end of (or after) the term. Do you know what I mean? I'm just worried that ROTC won't honor it if I quit before the payment is made. Is that something I should be worried about? I have been a part of the unit, passed my classes, etc, but I don't know if it'll be paid. My parents are also pretty worried and don't know how to advise me, as neither of them are prior service
 
I'm going to take a different approach here. Assuming you are 18-19 yrs old I would advise you do the summer cruise to fully understand the naval experience. Who knows you may fall in love with it. If you do end up leaving you will at least know you touched all of your bases before making a decision. Good luck.

1. Email your NROTC advisor or one of the staff and ask to set up a phone call (phone call > email for stuff like this).

2. Explain over the phone that you'd like to DOR and you'd like to cancel your CORTRAMID slot. I'm sure the staff member will likely encourage you to go on cruise and then decide after that, but if you really want to DOR they'll respect that.

3. Yes, if you remain in the unit past 1 SEP you'll incur an obligation.

4. No, nothing needs to be filled out in person (though it's easier); it can all be done email scan/email/fax/mail/etc.

5. Your tuition will be paid by the Navy; that's not even an issue. It often takes time for tuition to wind its way through the system, esp if your school is a crosstown.

At this point, you just need to initiate the action and get the ball rolling. Don't worry about the tuition, but also don't leave your unit in a tight spot by waiting to the last moment and expecting them to jump through hoops.

Just to clarify, if my university has told me that ROTC has yet to even be invoiced, is it still the case that my tuition payment will be honored? I'd just like to cover all my bases here, because while I do not want to put the unit in a tough place, I am very aware of my inability to afford the tuition bill!

The semester is over. Your tuition will be paid. The Navy has a one year trial period on the scholarship as a way to protect freshmen, not corner them. Students can DOR in the middle of the semester and still have their tuition paid, so you're more than fine. Where the bill is in the invoicing process is irrelevant to you at this point.

You'd have answers to all of this and more if you get on the phone with your advisor/staff.
