NROTC Marine Option without Scholarship

I have a few questions regarding entering NROTC as a Marine Option without a scholarship.

I'm currently a freshman attending a junior college. I intend to transfer to Texas A&M after two to four semesters. I plan on majoring in International Studies with a specialty in North Africa and Middle East with Arabic to satisfy the foreign language requirement.

I've done some research but I'm still not entirely clear on how I would enter the ROTC program. If I apply, am I applying to enter the program itself or for a scholarship with that program? If a scholarship is not needed to enter NROTC, would I need to compete for a Marine Option slot or could I seek commission as a Marine Option cadet without a scholarship regardless of whether or not any application I submit is selected?
 
If you apply for the scholarship you are applying for the program and the scholarship. But if you do not get the scholarship you need to contact the school to inquire how to apply for the ROTC program without the scholarship. I know Virginia Tech has plenty of folks in the Corps of Cadets who do not have scholarships and, for that matter, many who plan on remaining civilians and enlist in the Corps for Leadership Training. You should contact the Corps of Cadets at Virginia Tech for more info. I don't know what the process is for transfers or if they even take in transfers. Check the VT website.

When you apply, you are just applying for the scholarship.

If you do not get a scholarship you simply enroll in Naval Science courses as a College Program Midshipman. When you get there, they will find out what kind of contract you are seeking and help you get it to the best of their ability.
