Given the recent news that the NDSM will no longer be issued, will NROTC MIDN who are currently in the program be awarded the NDSM upon commissioning? (Since we signed an oath of enlistment before the cutoff date?)
 
Most likely not since the enlistment is into the IRR (i.e. not actively drilling). You would have to commission before 31 DEC 22 to receive it. You could earn it later down the road if another conflict to which the US is party pops off. There will be plenty of time to earn ribbons and you will naturally acquire them throughout your career.

Based on the nature of the activation orders given the ROTC IRR status, possibly. But then you'd need to look at the NDSM requirements, before it expires, to ensure the status which you're activated into meets all requirements.
 
No. Eligibility for MIDN has nothing to do with Active/Reserve status.

USNA MIDN are specifically eligible during the period of eligibility with no other constraints. NROTC MIDN are specifically ineligible unless they participate in a summer cruise that meets eligibility for some other campaign or expeditionary medal (e.g. surface cruise eligible for the IRCM or submarine cruise eligible for the Navy Expeditionary Medal).
