Ds was awarded an NROTC-MC 4 year scholarship . Should he update His USNA Admissions info with this? Could this help or hurt his chances?

Congrats to your son. Personally, I wouldn't notify admissions unless they specifically ask whether he has received an NROTC scholarship or unless he plans to take that over a possible appointment. It won't help his chances of receiving an appointment at all.

I'd update them with the inclusive information that you remain hopeful of receiving an appointment for USNA (assuming that's your preference.) USNA admissions gets this all the time.

The question may really ask if USNA would see this award as positive in assessing this candidacy ... or as reason to eliminate from further consideration at USNA.

I believe this can only be seen as a positive. My sense is that when it comes to awarding scholarships and appointments, it's more "every 'man' (entity) for itself" than it is "picking up teams," i.e. "You can have this one, we'll take that one ...". I think that's a uniquely attractive award and recognition worthy of informing USNA. Furthermore, it illustrates additional commitment to the call.

I say "tell 'em." CONGRATS!

I told USNA that I was a recipient of an Army ROTC scholarship and am in fact in College now as a contracted cadet. They viewed it very positively and I believe it shows true dedication to wanting to serve regardless of the path you take and wanting to become the best officer you can. Whether, or not you tell them probably won't make the world of difference for you, but it definitely cannot hurt.
