    I am a college applicant a a 4/C Mid in my school's NROTC Unit.
I currently have my congressman's nomination and I am applying for the NROTC nomination through my unit's CO. My CO will not allow a nomination until next semester as he wants to see our grades first. That being said my application to the USNA will be complete before he can submit my (potential) nomination. If my application is reviewed before my NROTC nomination is received by the academy will it be of no use?

You are fine. All college applicants must have their first semester grades submitted to be considered and that corresponds to the deadline for nominations. Qualified applications and nominations are matched up after that.
