Perhaps the reason is most posters don’t like to guess on what the answer is to what seems to be in a straightforward yes or no category, and there is an easy route to the solution. Your son is in a unit and knows the chain of command is his best route to an official answer on a matter of current NROTC policy. He can do some research on NROTC instructions (written policies), and if unsuccessful, can then ask as the next logical step. It could be a quick email or phone call. If it’s a new one to his COC, they won’t guess - they will call a peer at another unit or their own chain of command.
We used to have an NROTC poster here, but he or she has moved on from that position. Perhaps someone else from an NROTC unit staff may comment. As always, if the information is not coming from a primary source, and if it’s anecdotal in nature (“I applied two years ago and got both”), it may not be accurate, as Navy instructions do change, and after all, this is an anonymous Internet forum where advice is worth exactly what you pay for it.
The good news is, it’s still early in the cycle, your son no doubt has his dual application action plans set up, and he can be assured of a current and correct answer to his question from his chain of command in plenty of time to plan accordingly. Presumably he is again applying for Senators, Representative, VP, and any service-connected noms.
