NROTC Scholarship but DQ, under waiver review

Hi all. DS is DQ with 4 yr NROTC scholarship. He has received his paperwork for NSI. My question is, since he is still DQ, should he wait for waiver to send in NSI paperwork? Or go ahead and send in everything but medical? I realize they have until May 1, I believe to submit NSI paperwork, but is it a disadvantage to wait?
 
I would go ahead and send it in but there should be no problem waiting until early April. A waiver might come through anytime but it might also not be until July or even August.
 
Good luck to you. My son's medical waiver for NROTC was just denied by NROTC but approved by USNA.

So what happened between denial and granting of the waiver?
DS has been in an immunotherapy program over the past couple of years...per advice of several on this forum and after speaking with the GREAT Mr. Mullen, he sent in every record, blood test, nut challenge, etc that we could get our hands on...he recently passed a 40 peanut challenge...sent that in. Waiver granted.
 
My DD NROTC medical waiver was just denied, USNA still under review. So there is hope? Can I ask what the DQ was?

Intraocular lens implant/history of cataracts - both due to eye injury from Nerf sword almost 10 years ago. I imagine a very rare condition.
