NROTC Scholarship Commitment

I was recently notified that I received the ISR NROTC scholarship (Immediate Scholarship Reserve). I am obviously very happy and thankful, but my dream is the Naval Academy. Academy admissions results usually arrive by March of the induction year, but my NROTC officer said that they cannot wait that long for me to decide if I want to commit to ISR.

My questions are:
1) Is ISR binding? If so, can you please send me a file or official information that states that? (I am trying to take my recruiting officers' words with a grain of salt)
2) If ISR is binding, does USNA's appointment override or 'veto' ISR?

I would give up anything to get to USNA at this time in my life.
 
I received the ISR scholarship last year and did a wealth of research on it. If I'm remembering correctly, it is binding but an appointment to USNA can override that. I'll try and find the official document and get it to you. I ended up being DQ'd for the ISR for prior drug use but ended up getting selected for the national scholarship anyways, along with an appointment to USNA.
 
DS received an ISR 4 years ago. Accepting an ISR is not binding and you would be able to later decline it if you are offered an appointment to USNA. During his ISR interview the CO of the district asked, if he was offered the ISR, would he accept it and use it, unless he was offered an appointment to a service academy. It was made clear to him this was not a legally binding commitment, but a word of honor commitment, because each district only has a few ISRs to offer and they want to be sure they are used. It was also made clear it was perfectly fine to later decline it if offered an appointment. I believe on the form my DS signed accepting the ISR it stated it is not legally binding and specifically stated he could later decline it is he was offered an appointment to a service academy. (He was not applying to any of the academies)
 
My DS received NROTC Navy scholarship through ISR October of 2019. It was not binding. He had til May ‘20 to accept.
