NROTC Transfer Question

I was hoping someone could help with this situation. If DD has an NROTC Scholarship to RD college #1 (has not heard from yet), was accepted to EA college #2 which was unexpected, but higher on her list than college #1, and also has RD application pending to college #3, which has now become her first choice, should she request transfer scholarship now to #2 and then try to transfer a second time to #3 if admitted in March? Or, should she just wait to hear from #3 before requesting transfer at all? It's my understanding from a previous thread that there are no more unit caps, so we should not worry about units filling. Is this still true? Thanks for any advice.
 
Still true. No caps.

Might consider moving the scholarship to unit #3 right now. Follow that with a call to unit expressing desire to attend as #1 choice of scholarship placement. If that unit has some influence on admissions, telling them they are your #1 choice might help. Also recommend you notify school admissions (of current #3) of the scholarship award.
 
is #3 aware that DD has the scholarship? some (not all) schools factor that into the admission decision
 
Wish she could. NROTC requires letter of acceptance to request transfer.

Thanks for highlighting this requirement. It's new this year - and will hopefully go away in the future. I think it's a poor policy, and IMHO will have some effect on units that have sway with admissions.

Accept the scholarship. Transfer when she knows which school she’ll attend. Just my 2 cents, as I doubt the folks processing the paperwork really want to do it multiple times.

Since accepting the scholarship has a deadline, that’s what needs to happen first.
