My son is at SUNY Maritime. He did not get an nrotc scholarship and he decided he wants to join without it his 2nd semester. Can someone explain how it works since he didn't get the scholarship?

He would participate in the same way that people on scholarship would except he
1. Obviously doesn't get the scholarship or stipend
2. Would not be able to participate in summer training
He would need to double up on Naval Science classes one semester to catch up with the rest of his class.

By his rising junior year he would need to obtain advanced standing (via application reviewed by national board) or he would be dropped from the program. He would also have opportunities to pick up a sideload (in school) scholarship his sophomore year.

My son started this his freshman year and earned a sideload scholarship midway through his sophomore year. He's a Marine Lieutenant today.
 
My son joined NROTC, Marine option, as a sophmore when he completed his first year in AFROTC. He was what they call a "college programmer". He never applied for a scholarship. The officers in the program helped him complete his scholarship application later in his sophomore year, made recommendations for him, and sent that through to the scholarship board. He was given the scholarship starting his junior year. As Kinnem mentioned, those attending without scholarships do not go to the summer programs. That was really about the only difference between college programmers and those who already have scholarships. Plus no monthly stipend. If your son is not awarded the scholarship for the second semester, hang in there because he may get it the next year after spending some time in the program showing them he is a MIDN worth keeping around. Then they will work with him to make that happen.
