Hi,
I recently was looking into an NROTC scholarship to expand my options in case I don't receive an appointment to USNA. I was looking at schools such as Stanford and USC and wanted to know if receiving this scholarship helps your application during the admission process to these schools. Additionally, If I am admitted but decided that NROTC is not the program for me can I decline the scholarship without losing my admission to the school. If yes, then can I still be considered for other scholarships or financial aid as a civilian.
 
The general consensus on this forum is that an NROTC scholarship does not help your chances of admission. It may in some cases, but generally not.

You can decline the NROTC scholarship without losing your spot in the school. One has nothing to do with the other.

You can apply for any civilian scholarship you want, above and beyond NROTC. If you accept an NROTC scholarship, you will not be eligible to simultaneously accept many civilian scholarships (as required by the latter).
 
+1 to MidCakePA. To expand a bit, if you win any civilian scholarships they (the awarding organization) may not allow you to use them if you receive an NROTC scholarship. This is because many scholarships are restricted so that they can only be applied to tuition, and nothing else (eg room and board). So if you have a scholarship which covers all of your tuition then they will not allow you to use them. Other scholarships allow you to use them for any purpose. So it all depends on the scholarship, and if you use any scholarship to help cover or totally cover room and board, you must report it as income for IRS purposes.
 
Above advice is spot on. I just wanted to add some food for thought. Stanford is a cross town affiliate. The host unit is at UC Berkeley, meaning you would have to travel there for certain activities, likely multiple times each week. I'm not sure if you are familiar with Bay Area traffic, but it is horrible. Depending on the route you take, it is a 39-50 mile commute each way. And right now that would take you over an hour to get there. Keep this in mind when looking at your options.

I’m a current 3/C on scholarship. Besides my NROTC scholaeship, I received $15,000 in other scholarships from 7 different organizations. I had to decline $3,000 from two of the seven, because it went onlyto tuition. The other 5 technically only went to tuition, but after contacting the organizations and explaining my unique situation, I told them their money would go to books, and some to room and board. I received checks from them after providing receipts for everything college related I bought, after my first year at college.
