Number of schools to apply

The ROTC application has 10 spaces to list schools in which to apply. Is it mandatory to list 10 schools? At this time my son has 5 top schools for which he would love to go to besides SA's. If he listed 10 schools and they offered him scholarships to the schools which he may not even apply to that may create problems. What/how many schools should my son list on his application?

If he is fortunate enough to receive a scholarship and through some quirk NONE of his top five are available, he can either apply to transfer his award to one of his choices or turn it down.
