Is receiving a notice (at this point in the admissions process) saying I've been placed on the NWL a good or bad thing?
 
It is good in that you are fully qualified (3Qd) and have a nomination.
However, approximately 1700 (plus or minus 100) other people are also on this list. The people on the list will be ranked-ordered by WP (Whole Candidate Score) #1 through # 1700. About 400-450 people on this list will get offers to West Point. You are now competing for a slot with 1700 other fully qualified people.
 
Thanks for the info! So in retrospect, as a 3q candidate with a regular nom and no LOA, it is better to receive this than not to receive this correct?

All 3Qs with a nom, who did not get an appointment as a result of their nom, recieve it. It's not better or worse - it just is.
 
Another way to look at it - you have been deemed fully qualified (great) but wp will now look at the approximately 1700 names on the nwl and pick the 400-450 best qualified candidates. If you are in about the top quarter of the list you will probably get an offer. The number of people picked from this list varies from year to year based on several variables such as class size, acceptance rate of people getting offers etc
