I found out that both of my nomination sources do not rank the candidates nor do they use the principal nomination method. They both send in the list of 10 nominees each. In this case, how does the national waiting list work for WP since none of them are ranked?

The SA scores everyone’s record according to their scoring algorithm. They will usually take the top-ranked fully qualified candidate off that slate and offer that person the appointment that will be charged to the elected official. All other fully qualified candidates on the slate remain in the national pool. The SA will pluck them out of the pool per established guidelines to fill the class. Of course, some fully qualified candidates with noms will not be chosen. You may want to go re-read the Nominations Sticky at the top of the Nominations forum.

This is the most recent class profile and reflects nominations versus offers of appointment. An approximate third of those nominated receive appointments based on these data points.
