OCONUS travel in Europe over leave block this summer?

Do mids planning vacation in Europe this summer need permission? This will be to a non-NATO (as if this writing) country with a border with Russia.
All military personnel traveling to foreign countries require approved international leave papers. Consistent with current DoD/DoN leave policy for military active duty in specific countries, leave will be approved or disapproved. It can also be cancelled at any time, as all military leave can be - a fact of military life - but highly unlikely for a midshipman on shore duty in a schoolhouse environment.

Mids routinely travel to foreign countries, the admin process is in place, and the prudent mid starts the request process well in advance. Don’t be surprised if the leave request gets “sat on” until possibly late in the process and closer to go time. This is voluntary travel, and the military is conservative about its members’ safety. If there is any hint of Embassy non-essential personnel being evacuated, U.S. citizens being targeted, anti-U.S. military activity, or stuff you will never hear about, leave may not be granted.

I also personally recommend registering travel plans with DoS Smart Traveler program, to ensure the embassies and consulates know you are in country. If they know you are there and how to reach you, it’s a good safety measure. We do this for all our foreign travel.

I recently completed OCONUS paperwork process for Spring Break. It wasn't too hard, but you certainly don't want to wait until the last minute.

Excellent deckplate insight. I was hoping a current or recent mid would pop up.
