In response to your questions, Maximus, we received a letter from Cadet Command when my son became a finalist and before he scheduled his interview and DoDMerb examination. The letter described the process of going before a board of 3 to 5 officers for final decision. At his interview, the PMS explained that this was the first year where they were going back to a centralized board to select scholarship winners as opposed to the PMS of each school doing it locally. After his interview was complete and had been turned in, we got an email from his POC stating that his application was complete. We got this about a week before the September board met. He had heard from DoDMerb by letter that he was classified as "Qualified" in early September. On the "Check Status" website, it said both, "You have been awarded a 4 Year Army ROTC Scholarship to..." and it listed the top 4 colleges on his list and it mentioned he could check his DoDMERB status and then gave the link. I don't know if those two statements appear independently or not when they are entered into the system. If you haven't gotten an email that your application is complete, and you know for sure your activities verification from your counselor is outstanding, it could be that your packet is not considered complete yet. Check with your POC again.
