You never know.
For example, the getting the rated slots filled, what if they didn't get enough of those non-rated to take rated, does Big Blue than decide for OTS they will reduce the non-rated slots in 18, or do they decide that they go with a smaller SFT and have a lower % rate for non-rated compared to the % for rated? In that case they will just select more rated for OTS.
~ Remember for OTS a college junior can apply for the July board, basically they too will know going into their senior year of college that they will go rated. Only about 5 mos., after an AS300 cadet finds out. Our friends DS did this. Got CSO in Aug. graduated in the following May, reported to Maxwell in end of June. Commissioned in Sept. IFS in Oct. UNT in Dec. Basically the same time frame for the kid that did AFROTC all 4 yrs.
~~DS's UPT class had prior Es that went to OTS, and Navs that were now xtraining to pilot. Just saying that just because they were short on rated for this year group, HQ ADAF has multiple options available to fill that rated world slot for FY18.
It is a numbers game. Seriously, I am not trying to be Debbie Downer. I remember the stress level as a parent waiting for the phone call from my DS...will this be a happy day, or will it be a motivation talk day?
I am just saying that even if the overall rate is 93%, and using the rated aspect, do not assume that there won't be 2 different rates. Rated could be 100% and non-rated could be 85%. Than when you break it down even more, non-rated tech could be 90%, and non-rated/non-tech could be 70%. In the end HQ can say it is a 93% overall, but the subset selection rate could be a 30% differential, and for cadets to only think that because they don't have enough rated = high % for everyone means very little from an MPC standard. MPC has a manning quota, and they know how many in each field they need for FY 18 commissioning, and FY19 report to duty. Realistically 80+% of AFROTC cadets will not report until Oct., which would be FY19.
