OML GPA Calculation for "Transfer Credits" from Study Abroad Program

I have a question that is really, really deep in the weeds. I realize that this is something that my daughter will need to take up with the folks in her battalion, but she wants to be prepared before she takes the issue to them.

My DD is a 4 yr contracted cadet with Army ROTC at The Citadel. She completed a summer study abroad program THROUGH The Citadel, conducted at the University of Cadiz (Spain) completing 6 hours of credit over the summer. Despite the fact that this program was run by Citadel Faculty, the newest guidance from the Registrar's office is that any courses taken abroad are listed on the Citadel Transcript as "Transfer Credit"...with no letter grade. Based on this policy change, the letter grade assigned by the University of Cadiz is not counted or used to calculate GPA for her Citadel transcript.

My daughter requested an official transcript from the University of Cadiz....but it had to be sent THROUGH the Study Abroad Coordinator at The Citadel. So I am not sure that this will suffice as an "official transcript."

My daughter wants to be sure that she leaves no stone unturned as it relates to adding points to the OML and her GPA. Although she is doing well, two more A's are always welcome! Will the Army ROTC use the letter grades she earned in this program (the credits do count for her degree program at The Citadel) to calculate her GPA for ROTC purposes (OML, etc.)?

If the Army DOES utilize these grades, can anyone provide specific guidance in the Regulations so that she has this in hand (if needed) when she speaks with her ROTC folks?

I'll be honest, I think the battalion is not the first stop on this ask. It sounds like this is a university not AROTC issue. If the Citadel agrees to recognize the additional As from the study abroad program as part of the student's overall GPA, then downstream from that, the AROTC program will recognize the actual GPA, either way. You nicely outlined the policy, but you should appeal that to note you've earned higher grades, and you want those reflected in your GPA since they were courses taken through the Citadel and run by Citadel faculty, not independently. The army is just using the actual GPA of the student - your issue it seems is the way the Citadel is failing to recognize grades from a program you took THROUGH the citadel, if I understand what you've shared.

This is a college transcript issue first and foremost. Army ROTC will only recognize transfer grades that the host college accepts. Your discussion needs to be focused with The Citadel and why they are treating the grades as pass/fail rather than letter grades.

Be certain to review the terms of the study abroad program contract your DS signed with El Cid. It may be in the fine print there.

Just curious, were the study abroad classes listed on your Army ROTC Form 104R?
 
Nope...this is a HRA/Battalion issue. Accessions GPA should use all earned grades to calculate GPA. My HRA takes all of a Cadets transcripts and uses his GPA calculator to generate an adjusted GPA for Accessions. Not sure how they do things at the Citadel, but that’s what we do here at Clarkson. CC circular 601-XX-1 (where XX is the accession year) is the reg. You can find all forms and regs on the Cadet Command website.
Recommend your daughter talk to the Battalion about this.

Thank you so VERY MUCH for this information. My daughter looked up the applicable regulation (601-20-1) for the 2019 year (she is a 2022 expected graduate) and this is what she found (bold and underline added):

GPA CALCULATION - IMPORTANT NOTES

o Individuals with CGPAs below 2.0 will not be boarded. o GPAs will not be rounded up or down.
o Cumulative GPAs lower than 2.0 will not be rounded up to 2.0, in order to be eligible.
o GPAs will be brought out to two decimal places and must match the CGPA on the transcript.
o Schools must manually input GPAs for transfer students where the receiving school only allows transferred courses on transcripts. Calculate by using points for letter grades.
o Use GPAs at the end of the MSIII year. End of Camp Commissionees cannot count thru Advanced Camp time period. Use GPA at end of Junior year vs Senior year.
o Graduate students/Cadets that receive Pass/Fail grades for graduate studies must provide documented proof from a school official, not ROTC PMS or Cadre. This proof includes but is not limited to official transcripts, a letter from the Dean’s or Registrar’s office. If proven, Cadets will use the Cum GPA from their Baccalaureate Degree provided it too is on an official transcript.

We are knee deep in the accessions process, and my HRA has been hounding all the seniors for their transcripts from other schools.
