"Other" Scholarships for USCGA

I am a bit confused and am hoping for some clarification from someone in the know. Understanding that DD is under a full scholarship at the USCGA when she arrives, I was also under the impression that some local scholarships which she may receive here at her high school might be able to be applied to her account at the academy. I asked DD to contact her admissions counselor in this regard, and she was told "no outside scholarships". But the following is directly from the Academy's website:

"Q: Does the Coast Guard Academy accept scholarships?
A: Yes, we do. However, there are some exceptions. If you have been offered an appointment and have questions about applying your scholarships, please contact your Admissions Officer. "

What's up?
 
I think I read somewhere (for other SAs) that if a scholarship is designated for tuition only or R&B only, it can't be used. But if a scholarship is good for expenses/books, it can be deposited to the cadets account, but the check needs to be made out a certain way.
 
Hopefully someone associated with admissions can provide the definitive word on this because after the response DD received, it did not sound like they accepted anything at all.

Scholarships can be applied to "pay down" the Initial Clothing Allowance (ICA) used to purchase their laptop, uniforms, and other military items that cadets receive upon entering the Academy. Checks should be made payable to "US Coast Guard" and can be forwarded to Admissions or directly to Cadet Finance.

If you want to send (via pm) me the name of the Admissions Officer that said cadets cannot apply scholarship funds in this manner I can educate them as well.

Have you heard how many students there are on the waitlist and how many will get in?

There are approximately 150 applicants currently on the wait list. Unfortunately, there is no way to know how many appointments we will be able to offer to wait list applicants this year because that number is determined by: 1) How many appointments are offered during Regular Admission...those reviews are still in progress; and 2) How many applicants offered appointments during Early Action/Regular Admission decline their spot in the class...they have until May 1st to make that decision. As far as I know, we have always been able to tender at least some appointments to applicants on the wait list; however, it's impossible to know how many until early May.
