Out of the blue Army throws out a 'conditional 4-year scholarship'

#2 son received an e-mail from United States Army Cadet Command (USACC) offering

"conditional 4-year scholarship starting in the Fall 2018-2019 school year. This Scholarship will allow you to continue your efforts to pursue your degree and ultimately commission as an Officer in the U.S. Army.

The scholarship covers full tuition and mandatory fees for four years starting your freshman year, $1200 a year for books and supplies, and a monthly stipend of $420 per month beginning your freshman year. The stipend amount will remain the same each year (freshman $420, sophomore year $420, junior year $420, senior year $420). You may also use the scholarship to pay room and board in lieu of tuition and fees for $10,000 per school year"

He's already accepted a 4 year NROTC scholarship, but we're doing due diligence on this offer. What exactly is it conditional on? Does this lead to a regular or a reserve commission?

I guess it's a good problem to have.
 
Keep in mind the type of commission, whether regular or reserve, has nothing to do with whether one goes active duty or reserves/guard. I think everyone commissions as a reserve officer now and later gets their commission changed to regular based on good performance at some promotion level (don't recall which). The scholarship itself has nothing to do with wither one goes active duty or reserve duty... that is based on performance or your son's choice when it comes time to commission.

I assume it's conditional on successfully passing the APFT and successfully completing DoDMERB. These are the same things the NROTC scholarship is conditioned upon. I'm making reasonable assumption, but it is an assumption. If you want to hear it from the horses mouth, call cadet command. I would have thought those conditions would have been included in the email, but what do I know.

Your son's decision should be based on which service he wants to pursue. A look into the jobs available in each service would be worthwhile. Keep in mind that one doesn't always get their first choice, so one should be certain there are other jobs they would be willing to do in that service.

With the scholarship he can go either Reserve or Active Duty. It depends on what he is assessed as after Junior Year. If he wants Reserve, he will get it. If he wants Active Duty he has to be in the top 2700 or so who want active duty.

Other conditions are that he maintains academic, physical and moral standards et al. The contract form below for scholarship winners dates back to 2005. If not, somebody please correct me.

And remember that the potential financial obligation for repaying all or part of the scholarship benefits is not discharged until service obligations are met. Congratulations on the scholarship offer.
