Pending vs CPR

Hello folks my daughter is a second year applicant. Her application recently changed to pending. She has two nominations. Must get her CFA done in the next week or so and upload a transcript. Her Dodmer is does and still applies from last year. My question is what does pending mean? I know what CPR means but this is different.

There have been a few threads on this year's "pending" status. Consensus is that it doesn't mean anything particular. Just a different placeholder for awaiting a decision.
