Will I still have to upload the PFA file on the ROTC application portal if the proctor already uploaded the scores on his side? Thanks

Should be, but continue to monitor your portal. I had a lot of incomplete things while I was board-ready. Already submitted them, but they continued to show as incomplete. Id double-check them to be sure.
