For the 1.5 mile run do most candidates and cadets just do 6 laps around a normal 400m track? Should I measure the start back a little since 2400m is about 15 meters short of 1.5 miles or is it close enough?
 
I believe you're overthinking this. They'll mark out the course for you. For training purposes if you're concerned you can start 15 meters back or finish 15 meters beyond. IMHO 15 meters either way, under actual conditions vs training conditions, isn't going to make or break your PFA score.

I don't know how they do it at the Academy, but for applying I did mine on a quarter mile track. I'd definitely recommend this, as you can track your splits really well. You could just throw 14 meters on the end if you were on a standard track though.
 
I agree with kinnem, you are overthinking this a bit but, If you run in lane 2, 6 laps will be just a bit more than 1.5 miles.
 
Anyone know why my pfe administrator would be getting a letter of rec email instead of a pfe form email? I made sure it was entered in as pfe administrator but the Academy isn't sending the right link.

All recommenders receive the same e-mail and then need to identify what information/material they are submitting to your record when they access the recommendation system, so if your PFE Administrator stated they were a "Personal Reference" (instead of "PFE Administrator") then the system will only allow/prompt them to submit a letter of recommendation instead of your PFE results.
