For those waiting appointments, can prep school appointments be offered during this period, or are they given after the 1200 slots are filled? Any prep slots given out yet?

Last year, my son received his on April 4th. Which was around the same time, or shortly after a lot of the appointments were given. I don't think they fill 1,200 slots and then determine who would be a good fit for the prep school. I think it's based on the WCS. But, that's just my 2 cents, I am no expert.
