How many candidates can a congressman designate as a principal nominee at each Academy?
One per each open slot they have--if they choose to use that method of nomination.
I believe each congressman or congresswoman are entitled to 5 total students per academy. So that usually means 1 per year per academy. It could also mean 2 for a certain year or none at all. It's all luck of the draw.

If a congressman has 2 vacancies for USNA and gives out 2 principals, will both candidates be appointed if fully qualified?
