    Umm....

I think I'd flip AF and Army...from what I've seen in the last 10-15 years. The Navy and Marine spots are solid.

Yeah, they probably are more equal or possible flipped. Army was handing out Bronze Stars pretty regularly in the war zones to anyone in OIC or above type positions (the without valor version). The Air Force loves them some MSM’s though. :)

They do, as long as you're the correct grade. I fought a war to get an E6 an MSM..."we don't give that medal to junior NCO's Major..." I was told at the time. I then laid out all the justification. The "awarding authority" said "...this is GREAT stuff, superb achievement, accomplishments...fully deserved...but he's only an E6..." I did NOT go over his head...I just happened to mention "a situation" to my mentor...much senior to the awarding authority.

E6 received the MSM and made E7 via STEP. Went on to retire an E9.

Sometimes the good guys win. But unless things have changed, there is a "structure" in the AF that says if you're not the proper grade, certain decorations regardless of achievement, are out of reach.

And then there was the army recruiter at my school...E7, 12 years of service: 9 ARCOM's and 8 AAM's.

Don't get me started on what he said when I asked "how?"
