So it is my understanding that if someone has an LOA and is 3Q and has any sort of nomination, they are going to receive an appointment to West Point. I have also been told that at least for West Point if you are 3Q and have a principal nomination you will receive an appointment. This made me wonder: if on a slate you have a principal nominee who is 3Q and a 3Q, LOA recipient who is ranked second on the slate (for example), and the MOC only has a single spot for the SA this year, which one of the two candidates would receive the appointment?
