I am applying for a nomination through Senator Webb of VA and his application is in PDF format that I cannot edit.

Should I copy it to word or
print it out and fill in the information in pen?

I would do exactly what the instructions say. Pen is usually acceptable unless otherwise specified BUT YOU SHOULD NEVER USE PENCIL.

As Nathan said, do what the instructions tell you. If there are no instructions, I would print it out and fill it out by hand. Copying and pasting from PDF to word can get messy sometimes with the formatting. It's better safe than sorry.
 
Another trick. Most people have combo printer, copier, scanner. You can primt the pdf, then scam it into word as a doc. Then you can edit it, save, and print.

There is also software that you can download or buy that converts a PDF format to one that can be typed into. That's what my son used.
