Question about nomination

Help !!!! Some one explain that each MOC can nominate up to 10 candidate for each available spot. I don't quite understand about this number.

Assume that this year, senator X has 1 available slot per each SA, then senator X can nominate 10 students for USMA, 10 students for USNA, 10 students for USMMA, 10 students for USAF. Is that right??

What happen if only 1 student in his state applied to USMMA? then the slate for USMMA will have only one candidate?
