If another candidate from an MOCs list is appointed using that MOCs one available academy slot, does that end (or just decrease) a nominated candidate's chances of getting an appointment?

It is impossible to answer this without knowing the competitiveness of the original slate. All remaining qualified candidates will compete in the national pool where the remaining 400 or so members of the class will be filled solely on order of merit. I would suggest that to feel comfortable in this arena that one be above average when comparing themselves to the class profile and with SATs in the 1300 range with the math score being the higher of the two.
